Paul D. Domich has been involved in critical infrastructure protection since 1998. Most recently, he directed the Critical Infrastructure Protection (CIP) Portfolio at the U.S. Department of Homeland Security. As Portfolio Director, he led a $42M program to protect physical and cyber infrastructures from acts of terrorism, natural disasters, and biological events including economic and workforce impacts from a Pandemic (Avian) Influenza event. Physical and cyber infrastructure program areas included next-generation secure process control systems, fast electrical grid simulation tools, water supply contamination studies, automated digital video site and scene awareness, sector response/interdependency analyses and decision support, and risk assessment.
Domich led CIP Portfolio support to the federal and private sector response following the 2005 gulf coast hurricanes and contributed to national planning for a possible avian influenza pandemic. Domich also partnered with the Partnership for Critical Infrastructure Security and the Sector Coordinating Councils responsible for securing sector infrastructures from man-made and natural disasters. He also worked on ranking criteria for the DHS Urban Area Security Initiative (UASI).
Domich previously held senior management positions in the Information Technology and Building and Fire Research Laboratories at the National Institute of Standards and Technology (NIST) in Gaithersburg, MD and Boulder, CO. At NIST, he directed programs in critical infrastructure protection, automation and information technology (IT), IT support services, cyber security, and other areas. In 2000, Domich served in both the Clinton and Bush Administrations as the Senior Policy Analyst for Information Technology in the White House Office of Science and Technology Policy and worked directly with the President’s Information Technology Advisory Committee and the National Science and Technology Council.
In September of 2006, Domich founded CIP-Consulting, Inc., a consulting company providing risk assessment, continuity of operation, and disaster planning services to the public and private sectors.
Domich received his BA in Applied Mathematics from the University of Colorado (1980) and an M.S. (1983) and Ph.D. (1985) in Operations Research from Cornell University. |
